The Law Department offers a number of externships to law students.   The externships offer law students the opportunity to gain a wide range of legal and practical experience and to participate in Cuyahoga County’s newly reorganized government at its foundational stages. 

Opportunities Offered to Legal Externs:

Externs have the opportunity to:

  • Gain legal and practical experience in labor and employment matters, including helping prepare and attending collective bargaining negotiations, fact-finding hearings, conciliation hearings, and grievance arbitrations.  Students also have the opportunity to research questions relating to the civil service code; employee classifications; employee discipline, suspension, and terminations; as well as questions relating to FMLA and ADA.
  • Research complex legal questions and draft legal memoranda and opinions, including research and analysis of complex constitutional questions and issues of home rule under the County’s Charter.  
  • Gain legal and practical experience in economic development matters.
  • Gain legal and practical experience in government contracting, including competitive –bidding requirements.
  • Gain legal and practical experience in negotiating and drafting contracts.
  • Gain legal and practical experience in Ohio’s Sunshine Law.
  • Draft and review legislation.
  • Draft policies and procedures.
  • Attend County Council meetings, including the possibility of attending executive sessions.


Externs are generally stationed directly at the Cuyahoga County Department of Law.  The Law Department may also station externs at other departments in the County if they are working on a department-specific project.

How to Apply for Externships:

Law students generally apply for externships through the law schools.  If you are a law student interested in an externship with the Law Department, please check with your law school’s externship coordinator. 

If you are a law school externship coordinator interested in commencing an externship program with the Law Department, please contact the Law Department’s Executive Administrative Assistant Laura (“Lu”) Chandler at (216) 698-6464 or, and she will follow up with the Director of Law to institute an externship program for your law school.
